Public Notice of FY2025 Retroactive Change in Payment Standards
The Kendall Housing Authority (KHA) hereby provides notice to the public of a change in its payment standard methodology for the Housing Choice Voucher Program.
Effective retroactively to January 1, 2025, KHA will adopt the use of Fair Market Rents (FMRs) as published by the U.S. Department of Housing and Urban Development to calculate payment standards in place of Small Area Fair Market Rents (SAFMRs), which had previously been utilized. Updated FMRs and Payment Standards are listed below:

KHA's FY2025 corrected payment standards are 100% of FMR.
This change applies to all applicable program participants and will be implemented in accordance with HUD regulations and KHA's policy for the Housing Choice Voucher Program. This retroactive adoption of FMRs may impact payment standards and tenant rent portions based on previously published SAFMRs for this period.
KHA remains committed to administering its programs in a manner that ensures compliance with federal requirements while maintaining program integrity and financial sustainability.
Public comments on this revision will remain open for the next 30 days until 5 pm on Saturday, June 20th, 2026.
