June 18, 2020 DHA Board Meeting Minutes

MINUTES OF THE BOARD OF
COMMISSIONERS OF THE DUPAGE HOUSING AUTHORITY
Thursday, June 18, 2020

Pursuant to executive order 2020-07 signed by Governor Pritzker and guidance provided by legal counsel, DuPage Housing Authority conducted this meeting by use of electronic means using Zoom, without a physical quorum present in the boardroom.

In Attendance: DHA Commissioners, Dru Bergman, John Berley, Mike Brosnahan, Jessica Garmon, Stefanie Hood, and Candace King.

Also present were Executive Director Kenneth Coles, Finance Manager Christine Celeste-Wade, Special Counsel Jean Kenol, and Sr. Administrative Assistant Susan Martin.

  1. CALL TO ORDER
    The meeting was called to order by Vice-Chairman Berley at 8:47 a.m.

  2. ROLL CALL
    A roll call showed that six Commissioners were present, a quorum.

  3. PUBLIC COMMENT
    There were no public comments.

  4. APPROVAL OF MINUTES
    Bergman made a motion, seconded by Garmon to approve the minutes of May 21, 2020. The motion carried unanimously.

  5. FINANCIAL REPORT
    Finance Chairman Brosnahan presented the Financial Report. Among the topics covered were:

    • The Finance Committee met on June 16th and reviewed financials.
    • Admin Cash is in a strong position.
    • The Security Deposit Grant assisted 11 families.
    • DHA Management, Inc. has a strong cash position.
    • The insurance broker is to present at the July Finance Committee Meeting.
    • 6 responses were received for the Audit Services RFP.
    • The Finance Committee reviewed and recommends approval of the FY2021 budget.

  6. EXECUTIVE DIRECTOR'S REPORT
    DHA plans to open the office for client appointments beginning July 7th. Eighteen additional Main Stream vouchers were awarded from the Cares Act.

  7. UNFINISHED BUSINESS
    There was no unfinished business.

  8. NEW BUSINESS
    • Resolution 2020-09 Approval of the FY2021 Budgets. Brosnahan made a motion, seconded by Hood, to approve Resolution 2020-09 with the deletion of the Capital Budget which will be presented next month, and the motion carried unanimously.

    • Resolution 2020-10 Approval to Renew Agreement with IHDA for RHS 2020 Grant Round One Bergman made a motion, seconded by Hood, to approve Resolution 2020-10 and the motion carried unanimously.

  9. EXECUTIVE SESSION
    Brosnahan made a motion, seconded by Garmon to adjourn the Board's public session and go into Executive Session to discuss Employment under Section 2(c)(1) of the Illinois Open Meetings Act, with no return to public session after the Executive Session. The motion carried unanimously, and Vice- Chairman Berley adjourned the public session at 9:29 a.m.
