KENDALL HOUSING AUTHORITY
PROPOSED SUBSTANTIAL AMENDMENT TO FY2025-2029 FIVE-YEAR PHA PLAN

The Kendall Housing Authority (KHA) has prepared a proposed Substantial Amendment to its FY2025-2029 Five-Year PHA Plan. The proposed amendment expands KHA's use of its Moving to Work (MTW) authority to enhance program administration and housing choice.

The proposed amendment includes KHA's intent to implement Small Area Fair Market Rent (SAFMR)-based payment standards throughout its jurisdiction utilizing MTW authority and to opt out of assessment under the Section Eight Management Assessment Program (SEMAP), consistent with applicable HUD MTW requirements.

In accordance with HUD requirements, KHA is providing a 45-day public comment period to allow interested parties an opportunity to review and comment on the proposed Substantial Amendment.

September 1, 2026 through October 16, 2026

A copy of the proposed Substantial Amendment to the FY2025-2029 Five-Year PHA Plan will be available for public review during normal business hours at the following locations:

All comments received during the public comment period will be reviewed and considered prior to final adoption of the amended Five-Year PHA Plan.

Members of the public are encouraged to attend and provide comments regarding the proposed Substantial Amendment.

The Kendall Housing Authority Board of Commissioners will meet immediately following the public hearing.
