NOTICE OF PUBLIC HEARING AND PUBLIC COMMNENT PERIOD FOR THE
DUPAGE COUNTY 2021 ANNUALACTION PLAN
AMENDMENT #8-SUBSTANTIAL
The DuPage Community Development Commission is preparing Amendment #8-Substantial, to
its 2021 Action Plan to substantially amend the incorporated HOME Investment Partnerships
Program-American Rescue Plan (HOME-ARP) Allocation Plan to change the method of
distributing funds, carry out an activity not previously described in the plan, and to change the
purpose and scope of an activity. The amendment proposes to change the use of HOME-ARP as
follows: 1) increase supportive services by $5,360,033 from $500,000 to $5,860,033; 2) decrease
development of affordable rental housing by $5,505,249 from $5,505,249 to $0; and 3) increase
administration and planning by $145,216 from $509,784 to $655,000.
A link to the 2021 Annual Action Plan Amendment #8-Substantial has been forwarded to
nonprofit agencies, public libraries, municipalities and townships throughout the DuPage County
Consortium area, which includes any municipality wholly or partly in DuPage County.
The draft 2021 Annual Action Plan Amendment #8-Substantial can be viewed starting August
28, 2026, on DuPage County's Community Development Commission website: Planning and
Reporting (dupagecounty.gov) under 2021 Action Plan Amendment #8-Substantial Draft.
For interested organizations or individuals without access to the internet, a reasonable number of
free copies of the plan will be made available upon request by contacting the DuPage County
Community Development Office at 630-407-6600. Draft documents will be made available in a
form accessible to persons with disabilities, upon request. A hard copy of the plan may be
reviewed in person at the Community Development Commission office, 421 N. County Farm
Road, Room 2-800, Wheaton, Illinois, 60187, during normal business hours of the County. Hard
copy review may be arranged by contacting the Community Development Commission office at
630-407-6600.
The comment period for the 2021 Annual Action Plan Amendment #8-Substantial will take place
from August 31, 2026, through September 14, 2026. Comments by interested citizens and
organizations can be made in writing via mail to 421 N. County Farm Road., Room 2-800,
Wheaton, IL 60187 or via email communitydev@dupagecounty.gov, up until 4:30 pm on
September 14, 2026.
A public hearing to obtain community input on the 2021 Action Plan Amendment #8-Substantial
will be held at the following date, time, & location:
September 9, 2026, at 5:00 p.m.
